Phyllis J. Skeen was born on September 18, 1931 in Salina, KS to Melvin G. and Esther M. Fuller Waylan, Sr.. She passed from this life on May 25, 2007 at Cloud County Health Center, Concordia, KS at the age of 75. Private family services have been held. She is survived by 2 sons, 3 daughters, 2 sisters, 1 brother, 17 grandchildren and 8 great grandchildren.
